Renewable Obligation Certificates (ROCs) were issued as a financial incentive in the UK to encourage the generation of electricity from renewable sources. Established under the Renewable Obligation (RO) scheme in 2002, ROCs were awarded to renewable energy generators for each megawatt-hour (MWh) of eligible electricity they produced. These certificates could then be sold to electricity suppliers, who were required by law to source a specific portion of their energy from renewable sources or face financial penalties.
The ROC system created a market-driven approach to supporting renewable energy by giving renewable generators a revenue stream from both the sale of electricity and the sale of ROCs. This scheme was instrumental in expanding the UK’s renewable energy capacity until it was closed to new generators in 2017, after which it was gradually replaced by the Contracts for Difference (CfD) program. However, ROCs still hold value for existing participants, as they continue to trade until the scheme fully phases out in 2037.
